Fledgling Scholar and Feral Nature Quest Bug

In both quests the NPCs simply do not appear. In Fledgling Scholar Neyrelle does not spawn in the Horadric Vault. In Feral Nature, the starting NPC does not appear anywhere.

Apex of Misery also doesnt work.
So Basicly,when you have one of these issues, just go back to the place where you first met the NPC
