Its been a while since all my charas were stuck at the same point. Now i thought it would be a good time to try it again.
Well, first i had to update the launcher, then it claimed my files were corrupt and started fixing somewhat in the 69gb area...36h later it was still in the 69gb area and worked with a speed between 0 and 0.01 mb...so i thought "fuck it", closed the launcher, looked for the newest torrent here and let my client check the files. One of the biggest files was corrupt (i guess the launcher messed it up due its failed fixing), whatever, my client fixed it and i tried to play.
However, the play button only brings this error: Fehler bei der Datenabfrage. Diablo IV konnte die benötigten Dateien nicht abrufen. Bitte überprüfen sie ihre Netzwerkverbindung. In other words, "cant find my shit, check your network." Well, my internet obviously works, so i checked my firewall settings, everything okay, i paused my antivirus, still the same error. Then i tracert it and got this:

Somehow it doesnt look like a problem on my side...but i miss the complaining people spamming here, so whats wrong?
P.S:
D3 works from the launcher...okay, it closes whenever i'm afk and annoys the hell out of me with this behavior, but otherwise it works without any server/speed related problems.

The D3R server is located in Germany, and the D4R server is located in Moscow (Russia).
That explains the difference, but not why i cant connrct to d4. I pay my provider to access the www not the wwwer (except russia). And if noone played with nukes it should still be there, so why cant i connect to it?
You can try to use VPN.
If i had any money to spend i would buy my games, but we run a non profit shelter. So except you know a free vpn stable enough to play online i cant do that.
Okay, now it gets strange...i tried proton free and hideme free, the last one with a 5 day trial full version. I tried every single server available and nothing changed...sure, the tracelog shows other IPs, but i still get the same 6 timeouts for the d4 servers and my client shows the same error as before.
I rechecked my firewall settings, incoming and outgoing connections for the client and d4 exe are open without protocol- or port limit, i disabled my antivirus and even did a semi-save start without any additional software (but all windows stuff and drivers, hence semi save start).
Are the servers even working right now or how is it possible i cant acess them from virtually anywhere?

Then i understand it even less. I just tried to trace and ping the servers from the modem interface, same. So its absolutely not on my end, windows can be fucked, but the modem dont has enough settings to mess anything up...and i didnt change anything there in the last few years and d4 worked before the client update.
Did you full download new client or try to update it via launcher?
Downloaded the new version after reading there is a new version. Didnt even know the launcher can update itself O_o

As said already, i downloaded everything from here. I fixed my files with a torrent from here and i downloaded the launcher from the download section on the main page, which should be the latest one.
BUT neither the client nor the game itself has anything to do with the windows tracert command or the ping/trace stuff in my modem and BOTH cant connect to any of the russian servers here. They all end in timeouts and 100% loss after leaving the EU servers, it doesnt even work with VPN. I also tried it from multiple computers.

...poland, japan, china, australia, usa, switzerland, austria, sweden, norway ...i tried every possible location and 2 different VPN services, they all refuse to connect to a single russian server, same as my original german connection without VPN.

Okay, i cant attach anything, if i try to upload the picture i get "Request failed with status code 413" from the forum and if i try to use common bb code it turns the code into a link and dont works. So, here a link to the image hoster:

Have the launcher and client folders been added to the antivirus and firewall exceptions?
Well, there is no connection even at the very first stage. Deal with your network, provider, router.
I checked everything and pinged/traced from multiple computers and modems. Not even my "gameboy" (133mhz win95, without any firewall or antivirus) was able to even find the game servers and as said before the same goes for my modem gui's as well.
Since i dont even get a IP for the timed out servers i compared it with old tracert logs i posted here and found the missing ip's, pinging or tracing them directly didnt work at all, but check this out:

I will say some obvious things right now, but I have to say it. The reason for your error is that the launcher can't get connection at the very first initial phase.
It's not a server issue, I can assure you that server is working and people are playing right now. I'm living in the UK and don't have any problems with log-in, launching, and playing. There's nothing really that we can do from our side.
With a problem like yours, you need to figure out what's preventing the launcher from running correctly.
Based on our experience and the information that we have got, check below -
Nope, i tried to download it from scratch and placed it on my ssd next to windows, and no i didnt placed it in programs or similar system affected folders, its c:\diablo4\ -and this shouldnt affect the connection in general
Also not the Problem, the game and the launcher are fully whitelisted and i already tried disabling them and even allowed the known ip's i know in the hosts file

I dont use steam or any other public spyware and i dont waste my time with demos and trials (except for the vpn i used to test lastatins theory)

Providers can restrict/block traffic at any moment and any point as they like.
It doesn't matter how many devices you use. If they are on the same network - the results will be the same.
An excellent example is that D3R is working and pinging (based on what you said) fine - so there are no "blocks" from your ISP nor D3R server host.
Based on your last answer above, I'm sure for 99% that your ISP blocking traffic to D4R server OR D4R host restricts traffic from your ISP. I'm still giving that 1% that it may be something else. But since everything is whitelisted, licensed OS, normal SSD, no Steam Diablo 4-related files - I would stick to the VPN at the moment and check which one will be working.
Unfortunately, this is a new reality and those political games that we can not control. 😪
Okay, i did some investigations. The only thing my provider is blocking is the russian propaganda TV RT DE and its homepage. But its not the same total block, people with free VPN, TOR or Proxy can still access it. So it looks like its more your server that blocks incoming connections. However, during my investigation i became aware of how crazy your current dictator really is, so i guess its not your doing, but the result of blondys fanatical idea of creating a fully censored internet.
Sadly that means there is absolutely nothing i can do from here since it also affects most VPN services, at least the free ones and i cant afford to pay for it...but considering the fact the limitations are still growing, it wouldnt surprise me if more and more of the currently working VPN services end up blocked as well.
