Do legendaries have a very low drop?

I have reached level 50 and I have already completed the story missions and the cathedral of light and I already have level 3 of the world but it has been hours and I have not dropped any legendaries either. In the campaign I saw only 2 rings and already at this level 3 They are supposed to come out more often because it hasn't been hours and I haven't gotten one. or if there is a special dungeon that is well operational or the drop is really very low
