Unable to accept side quests anymore

Whenever I speak to someone with a blue exclamation mark above their head, indicating a side quest, I get the message "Your entire party must be present and alive to do that" (I'm pretty sure I've never been part of a party).

    It's not a bug. Within the new region that came with dlc WOH you'll be forced to form a party. It goes like that.
