New diablo 4 gameplay proposal

Hi,
Im new to this. Im wondering if we can create a server with a pvp and base building focus and 24hr permenant world for all players. players can form clans and do base building and collect resources, craft their own weapons and training for war. Npc towns is non pvp zone. Other areas is pvp areas with most map allowing base building. Each time a player dies. All their items and gears will drop on the ground and some items allowed for looting.(no risk no fun) Character experience and lvl drops as penalty after respawn.
Main idea is to have mutiple warloards and clans having wars at each other for control of the map and resources spawn areas. Future improvements to fine tune the resources spawn amount. And battle loot amount of other players and penalty rates for dying. Base infrastructure for tower defence and walls and facilities for training and weapon manufacturing. Strong focus on clan building and social elements and encourage use of discord app for voice cordination during invasions and clan updates. we can use the current diablo 4 as a backbone to add these features for pvp.
