Items masterworked below 12 ranks not reseting at blacksmith

I have a Unique item masterwork rank 8 but when i attemped to reset it, it , instead, upgraded to rank 9!

I tested with a 1 rank item and got the same result: CANT RESET ranks at blacksmith.

Kindly look into this please. Tnx.
