Shround of False Death not giving +1 to passive skills

I salvaged 2 mystic items to craft a Shround of False Death but its not giving +1 to passive skills, the most important feature! Fix this please, I hope its not that difficult.

Its so frustrating because its the second time i salvage functioning mystics to craft others, just to find out they are almost worthless due to bugs...
