In this thread, I summarised all available information regarding developing characters mechanics/talents on our server.
I will add more information in this thread as the server is still in a constant development process.
All unwanted comments will be deleted as I don't want to see any spam here.
General
Patch 0.0.2:
- Fixes to several class skills.
- Fixed some issues with effects triggering monster death.
- The cooldown time when clicking on the skill tree is 0.5 seconds.
- Book of the Dead fixes.
- Increased damage from skeletons, reduced the maximum health of skeletons.
- Fixed attack range for initial weapon attack skills.
- All learned skills in the tree have been reset for all players.
Patch 0.0.4:
- AI basic melee attack now won't damage the target regardless of distance.
- Fixed bugs related to equipment of two-handed weapons for Sorcerer, Druid, and Necromancer.
- Fixed a bug that allowed unlimited learning of skills with a negative value of available points. The learned skills and skill panel are reset for all players.
Patch 0.0.5:
- Fixed bugs related to buff and minion transition between areas.
- The "PvP Damage Reduction" stat now works and shows correctly.
Patch 0.1.0:
- Fixed damage reduction in PvP, target detection, and number of fragments.
- Implemented the function of a complete reset of the skill tree.
- Fixed scaling of health and damage for elite and rare mobs, as well as bosses.
- Spider hosts now correctly create spiders after death.
- Fixed the distribution of the skill panel.
- Skill descriptions on the panel will now show the selected improvements. If in rare cases the improvement is not displayed, they are still active in battle.
Patch 0.1.3:
- Fixed thorns application radius and damage calculation.
Patch 0.2.0:
- Fixed a bug that caused incoming damage reduced by armor values to work incorrectly.
- Fixed the mechanics of evading charges obtained from affixes on boots.
- Adjusted the damage delay when casting skills.
Patch 0.2.2:
- Resistances from items now stack multiplicatively.
- Fixed resistance calculation in combat.
- Fixed armor contribution against elemental damage
Patch 0.2.4:
- Increased Elite monsters' health and damage.
- Implemented Elite monster skills: Frozen, Mortar, Plague Bearer, Poison Enchanted.
- Fixed targeting of some Elite monster skills.
Patch 0.4.0:
- Fixed amount of skill points and Paragon points acquired with leveling up.
- Exploration progress and Lilith Altars will now correctly award bonus Paragon points.
- Implemented Paragon points allocation and saving.
Patch 0.4.1:
- Fixed a bug with Supreme Wrath of the Berserker and Grizzly Rage incremental damage bonuses, which could lead to a negative damage bonus.
Note: those bonuses now won't show in character stats, but will still work in combat.
Patch 0.4.2:
- Implemented correct Lucky Hit calculation
- Fixed all skills, talents, and enchantments related to Lucky Hit procs.
Patch 0.6.2:
- Fixed bonuses to resource gain and regeneration are not being applied sometimes.

Note: Weapon Expertise progression is awarded per successful hit with weapon skill, and progression amount also depends on hitpoints lost by the enemy. With other things being equal, killing a monster in one strong hit will yield same progression as killing this monster in several weaker hits.
