  Gems should be crafted from powder from a jeweler.

  I haven't found any gem powder either. At what level should I start expecting drops?

  It used to be starting from level 20, it seems.

  Gems or fragments/powder/dust (call it as you like) will not drop at early levels.

  It is simple because there are no items with gem slots in the early game.

  But, it could be changed when we move to the 1.4 game client, where items and their drop have been changed.

  I've been finding slottable items since early levels. Is my game bugged? I think the first item I found with slots was at like level 4 or 5. Though I just found my first gem fragment at 15.
